Milton Marion Fenner Jr.

 

[b 19 Aug. 1887 at Tully, Onondaga, NY; d 20 Dec. 1980 at Sewickley, Allegheney, PA] After attending St. Paul’s School in Concord, NH, Milton followed in the footsteps of his father by enlisting in the U.S. Naval Academy in 1907. During the winter of 1909–1910, he contracted a severe form of typhoid fever. According to a report presented to the U.S. House of Representatives, 3 January 1923:

While convalescing from this fever at the Naval Hospital, Annapolis, he contracted pneumonia, followed by phlebitis, which left him with varicose veins on the lower abdomen and thigh. These varicose veins are of so distressing and extended a character as to disqualify him from for the service and incapacitate him for any serious physical exertion.

Nonetheless, in January 1912 he was cleared to sail for two years, under the Bureau of Navigation’s belief this could be done “without material physical detriment to him.” The House of the 67th Congress was presented with a bill, H.R. 1887, to authorize Milton’s retirement as an ensign.
